Frank Fitzsimons, a literary agent, convicted of a crime he has no knowledge of - only its punishment - struggles to find purpose. Partnered out of edict, their function is to rework news for the governmental agency known as the Central Consortium within CanAmerica. A dystopian society formed when Canada was united with the United States after the Great Upheaval, it is governed under the premise that "Science is Truth". Also, this female-dominated association functions under the rule that men are subordinate to the will of women. As in any society, when power corrupts, too much power corrupts completely. Frank Fitzsimons finds himself caught in a web of deceit and is forced to make a decision that will upturn his life.
